Berlin (dpa) – The Federal Data Protection Commissioner, Ulrich Kelber, has sharply criticized the plans of the grand coalition to expand the surveillance powers of the German secret services.

“The extent of state surveillance now exceeds what is tolerable for a democracy,” said Kelber in an interview with “Spiegel”.
The federal government wants to allow the secret services in the future to read communications via WhatsApp and other encrypted messenger services. The cabinet recently decided that the protection of the Constitution, the Federal Intelligence Service and the Military Counter-Intelligence Service (MAD) should not only monitor ongoing conversations via messenger, but also messages that are sent via messenger. In this telecommunications surveillance, spyware is installed on the end devices of suspects.

“The intelligence services should not receive such additional, massive opportunities to intrude into privacy,” emphasized Kelber. This would potentially mean that all areas of life would be subject to surveillance. Germany has so far been rightly proud of the security and reliability of its IT infrastructure, said Kelber.
Proponents of the draft say that this would only bring the domestic intelligence service back to the level at which it was before the invention of the Internet and mobile communications. At that time it was enough to eavesdrop on landline telephones.

Accompanied by a strong police presence, a few thousand people in Düsseldorf took part in a rally against the state corona measures. On the opposite side of the Rhine, demonstrators gathered at the same time for a counter-event.
Some participants in the demonstration against the corona measures had rainbow flags with them, held up signs against digitization or called for hugs instead of distance on posters. The mood is peaceful, reported a dpa reporter. A police spokeswoman also stressed earlier that it was going to be peaceful.

Dresden (dpa / tmn) – Patients can request a hospital to hand over their stored personal data free of charge. It is not important for what purposes patients need them. This is shown by a judgment of the Dresden Regional Court (Az .: O 76/20), to which the Medical Law Working Group of the German Lawyers’ Association refers.

In the case, a woman asked a clinic for free information about her personal data and thus also her treatment, which she believed was incorrect. She referred to the General Data Protection Regulation (GDPR).
However, the clinic refused to send it without a declaration of assumption of costs. This involved a sum of almost six euros for a USB stick and the postage costs incurred. The woman insisted that the clinic should send her the complete documentation of the treatment as a pdf document free of charge and complained – with success.
The district court decided that the plaintiff was entitled to the free transmission of the data. The storage of health-related data falls within the scope of the GDPR. The clinic could not make the sending of this data dependent on the assumption of the costs. The first release must be free of charge and the documents – if desired – transmitted in an electronic format. It does not matter for what purpose the right to information under data protection law is raised.
There is a certain area in the human eye, a so-called blind spot, where the organ of vision cannot receive any light stimuli. Usually you don’t notice anything about it – the brain compensates for this deficiency. A test makes the blind spot visible.
Blind spot: what is it?
A so-called blind spot exists in every eye. It describes the point near the back of the eyeball where the optic nerve merges into the retina. This is exactly where there are no light receptors, which is why no visual impressions can arise at this point. The blind spots are located symmetrically in both eyes, so this defect never affects both eyes at the same time. A stimulus cannot hit the blind spot in both eyes at the same time.
How big is the blind spot?
The blind spot makes up about 0.2 percent of the retina. At this oval-shaped point, which measures around 1.9 millimeters in height and 1.9 millimeters in width, the receptors for seeing are missing.
What is the function of the blind spot in the eye?
Historically, the blind spot was formed due to the special anatomy of the eye. It enables the nerve fibers of the photoreceptors and their blood vessels to enter or exit the back wall of the eye.
This is how the eye and brain compensate for the blind spot
Usually you do not even notice this visual defect, because the brain compensates for the deficiency in such a way that a complete picture is created before your eyes. It uses a combination of different methods for this.
On the one hand, the brain stores information from the visual impressions that lie around the blind spot. It logically completes the picture. On the other hand, the brain uses visual impressions of the other eye to compensate for the blind spot. According to the magazine “Focus”, this calculation only works if both eyes move uniformly.
You can use this test to identify the blind spot

The pupil changes depending on the incidence of light – or even according to your personal mood. If the pupil is dilated or the pupil reflex is absent, there may be a disease behind it. Read more about the darkest point in the eye.

How the pupil works
The pupil is the small, dark circle that is surrounded by the iris. Many people believe that the pupil is a rigid part of the eye. But that’s not true: the muscles of the iris can control the size of the pupil by contracting or expanding. This controls how much light hits the retina. The eye can thus adapt to the different lighting conditions.
You know it: When it gets dark in the evening, the pupil opens and appears as a large black area in the eye. It works in a similar way to the aperture in the camera, which lets in more light when the darkness increases. In the opposite case, for example in strong sunlight, the pupil reacts promptly and narrows.
Why the pupillary reflex is important
If there are sudden changes in brightness, the pupil regulates the incidence of light at lightning speed. This is the pupillary reflex. In medicine, a lack of pupillary reflex indicates a possible disease. Then the doctor tests, for example, whether there is damage to the optic nerve.
Different sized pupils due to emotions
Would you have thought that when you zoom in and out, the pupils also adjust themselves to what mood the person is in? According to the newspaper “Die Welt”, various studies indicate that pupils of different sizes allow conclusions to be drawn about emotions. For example, it seems to be proven that the pupils dilate with strong concentration or increased attention and fear. Joy is also shown by enlarging the pupils. Stress and disgust, on the other hand, seem to result in a reduction in size.
Read the answer from the pupil
In 2013, scientists from the University of Amsterdam carried out another study on pupils of different sizes. According to the “Deutsche Welle”, the researchers assume that a person can tell through his pupils whether he will say “yes” or “no” even before answering a decision question – according to the study, enlarged pupils indicate a positive one Answer down, scaled down to a negative one. However, this study is controversial among scientists.
Dilation of the pupil from drugs?
If a dilated pupil cannot be traced back to an adaptation to darkness, positive feelings or special eye drops, caution is advised. If so, it could indicate physical damage, such as a brain injury or other illness. The abuse of drugs, medication or other poisons is also shown by an enlarged pupil.

People who wear glasses know the distance between the pupils
When vision deteriorates, it becomes important to know the distance between both pupils. The so-called pupillary distance is used to optimally adapt glasses to the wearer. The distance between the pupils from the root of the nose to the center of the pupil is measured. Since faces are usually not symmetrical, the left pupillary distance can differ from the right.
